RTA Approves New Driver Training and Licensing Centre at Al Rowaiyah 3
Dubai's Roads and Transport Authority (RTA) has approved a new centre for driver training and licensing services at Al Al Rowaiyah 3 (Sector No. 5). The step aligns with RTA's efforts to improve quality and accessibility of its services across the Emirate. Operated by First Driving Centre, the facility is designed to enhance the efficiency of public services and utilities for residents of the area and nearby communities. RTA underlined that the opening of First Driving Centre at Al Rowaiyah 3 brings the total number of RTA's driver licensing service locations to 28. It represents a valuable addition to the driver training sector, aligned with the efforts of the Government of Dubai and RTA to streamline and enhance service delivery for customers. To elevate driver training facilities in line with the modern standards that define Dubai, RTA collaborated closely with the owners of First Driving Centre to ensure the new facility is licensed with a refreshed identity and designed to meet customer expectations in both appearance and the quality of on-site amenities. Notably, the new centre had already commenced offering services, including traffic file opening, training, theoretical and practical testing, and the issuance of driving licences for motorcycles and light vehicles with both manual and automatic transmissions, along with theoretical lectures. The range of services would soon expand to cover heavy vehicles, buses, and mechanical equipment. The centre will operate from Monday to Thursday between 7:00 AM and 8:00 PM. On Fridays, it will open from 7:00 AM to 12:30 PM and resume from 2:00 PM to 8:00 PM. Saturday service hours will be from 7:00 AM to 8:00 PM. Christine Boyle will take over the housing portfolio and her Ministry of Indigenous Relations and Reconciliation goes to Spencer Chandra-Herbert. Eby says the new people stepping up will bring the perspectives and priorities of the next generation to the cabinet table, while experienced ministers are tasked with moving major projects forward and promoting economic prosperity. The premier says his cabinet will work on the province's biggest challenges: growing the economy, seizing investment opportunities and strengthening public services.

Sir Keir Starmer will deliver a keynote speech when he launches the Government's civil society covenant on Thursday, at an event that will touch on issues such as healthcare and violence against women and girls. He will tell attendees: 'This is about rebalancing power and responsibility.' Sir Keir will add: 'Not the top-down approach of the state working alone. 'Not the transactional approach of markets left to their own devices. 'But a new way forward – where government and civil society work side by side to deliver real change.' As well as the speech from the Prime Minister there will be sessions led by Education Secretary Bridget Phillipson and safeguarding minister Jess Phillips. Chancellor Rachel Reeves' de facto deputy Darren Jones will also lead a talk focused on investors and philanthropists. Ahead of the event, Culture Secretary Lisa Nandy said 'charities, volunteers, and social enterprises are embedded in the communities they serve and trusted by the people they support'. She added: 'That makes them the perfect partners for shaping the change we need. 'By working together, we'll improve public services, make them more responsive and rooted in local needs, and ensure that every community benefits as part of our plan for change.' In its election manifesto Labour pressed the importance of community groups when it said that 'government is at its best when working in partnership with business, trade unions, civil society, faith groups, and communities'.

California Governor Gavin Newsom launched a task force on July 15 to advance government efficiency. Called the California Breakthrough Project, the initiative aims to make California government more efficient, engaged, and effective. The project includes representatives from cryptocurrency firms such as Ripple, Coinbase (Nasdaq: COIN), and MoonPay. The group first met at the Ripple headquarters on June 6, as Chris Larsen, the company's executive chair, is part of the task force. Among the main goals of the project are fostering collaboration between state leaders and tech experts, identifying and addressing systemic government inefficiencies, and catalyzing modern solutions within public services. The group is expected to maintain public transparency, labor and civil society consultation, and ethical safeguards throughout the Newsom said: "As the birthplace of modern tech, our state is uniquely positioned to bring the best and the brightest together to advance our work. We will not shy away from progress, but embrace it for the benefit of all Californians, including our state workforce.' California's attempt to tap tech industry leaders to advance government efficiency seems similar to President Donald Trump appointing tech tycoon Elon Musk to lead the Department of Government Efficiency (DOGE). The department's goal is to maximize productivity and cut excess expenditure within the federal government. Musk, however, left it toward the end of May and thereafter engaged in a public feud with Trump over the "big, beautiful bill." California's economy is the largest of all U.S. states. The state is home to the Silicon Valley, the center of the global technology industry. Leading crypto companies such as Ripple, BitGo, Lightning Labs, Aptos Labs, Polychain Capital, and Anchorage Digital are also based in the state.
